The challenge of securely sharing reports
Ségur du digital en santé aims to generalize the safe and fluid sharing of health data to strengthen the quality and safety of care. The impact is strong for medical biology because it requires immediate data sharing. Wave 1 of Ségur is not limited to the Ségur version of the software, but includes a change in practice. This is an extension Decree no. 2016-46 of January 26, 2016, which refers to medical biology .
What’s planned in wave 1 of the Ségur-referenced software:
- integrated approach to the patient’s health space (renamed “My space of health”) ;
- ensuring the patient’s identity through the national health identity (INS) ;
- the obligation to transmit results according to the LOINC coding system (Logical observation identifier names and codes) and sending the results as a secure PDF;
- and, in healthcare institutions, receiving medical-biological and radiological findings that are performed outside the institution.
The step is high for hospital medical biology, which is subject to a double requirement from both the biological and hospital aspects. Private and public medical biology will also have an e-prescription restriction at the same time as other healthcare professionals. Note that among the requirements for using Hospital Information Systems (HIS), it is necessary to enable the laboratory information system of the healthcare facility to communicate all biological data necessary for proper patient management.
Specifically for urban LBMs
What will change by October 2022?
- A new version of the laboratory management system (SGL) of the “reference Ségur” proposed by the publisher and funded by public stakeholders (including implementation, configuration, training, maintenance, etc.), opening new functional perspectives of health data sharing and exchange.
- Transcoding of the LOINC test catalog by a specialized “reference Ségur” service provider of your choice, financed by the state.
- A new version of correspondence software (practice management software, computerized patient files, etc.) that allows the use of structured medical biology reports.
- Incentives for use, in the hospital and in the city, conditional on achieving the results of sharing and exchanging medical-biological reports.
Financing
Government financial support for software updates varies:
- 27,000 euros for the user page of the software instance (installation of a version of SGL on the same server, used by one or more LBMs);
- to 46,278 euros (for 64 seats and more).

Specifically, for healthcare institutions
Financing
“Ségur updates” of hospital information systems (HIS) are supported by the state through two types of support:
- funding program SUN-ES (Ségur digital usage in health care facilities) for compliance of health data exchange;
- direct funding to publishers to help institutions equip themselves with Ségur-compliant solutions for these software functions:
- Computerized patient record (DPI);
- Intermediary platform (PFI);
- Identity Repository (IR);
- Laboratory Management System (LMS);
- Radiological Information System (RIS).
Or support:
- up to 18,000 euros for the smallest facilities without technical equipment;
- and up to EUR 512,000 for the largest, integrating medical biology and imaging platforms;
- which provides packages by software blocks (RI, DPI, SGL, PFI, SIR).
